Understanding the emerging framework for removal activities under Article 6.4 (PACM Removals Note 01)
Carbon Dioxide Removal (CDR) needs to play an important role in the Paris Agreement Article 6.4 Crediting Mechanism (PACM) if the mechanism should contribute to achieving global temperature goals.
This briefing note provides an update on the development of CDR rules under PACM. It also introduces the most important existing regulatory building blocks that govern CDR activities under PACM and how they interact with each other.
The brief finds that the evolving framework governing removals under PACM is already highly complex, yet it is still not fully operational. To help achieve global climate goals, the Article 6.4 Supervisory Body must quickly deliver rules that are accessible and facilitate the development of robust and credible CDR projects at scale.
