Article 6 Implementation Checklist Tool for Host Countries

About this checklist

Participating in international carbon markets under Article 6 requires meeting specific technical, institutional, and governance standards. This Article 6 checklist provides a comprehensive and user-friendly overview of the requirements that countries must meet in order to engage with Article 6 of the Paris Agreement. It is based on the Article 6 Rulebook, specifically the guidance under Article 6.2 and the Rules, Modalities, and Procedures under Article 6.4 (as adopted by the CMA).

The main objective of this checklist is to provide government officials in host countries with an interactive tool to understand what is required to participate in Article 6, and track their progress in preparing for Article 6.

What’s inside

The checklist presents the various elements of Article 6 readiness individually on separate sheets. Each sheet contains a checklist with a definition of the elements, evaluation questions, a drop-down response option, and, when suitable, a practical example. The Summary sheet makes it possible to track progress in preparing for Article 6 and identify areas where progress has been made and areas where further work and additional support may be needed.

The information provided in this checklist is a compilation and adaptation of existing publicly available material and sources on Article 6 readiness into a user-friendly tool. Complete resource citations are provided, along with links to the Article 6 Implementation Partnership library for further exploration.
