About PhARE

PhARE – Pôle d’Assistance, de Ressources et d’Expertise is a Technical Assistance Hub (currently in its pilot phase) developed by Climate Focus and supported by the Good Energies Foundation to strengthen the capacity of local organizations in the Republic of the Congo to directly access finance for forest conservation, restoration, and sustainable land use. This initiative provides targeted technical assistance to civil society organizations, non-governmental organizations, and small business enterprises working in the forest and land use sectors, helping them strengthen their organizational capacity and implement projects successfully.

Objective of this initiative 

The overall objective of the Hub is to enable local organizations to effectively and independently carry out their missions—reducing deforestation and forest degradation, and promoting sustainable agriculture and rural development. By offering long-term, demand-driven assistance, the Hub aims to build a self-sustaining ecosystem of national expertise capable of guiding organizations through all stages of the funding cycle—from project design and proposal development to implementation and monitoring. The Hub reduces reliance on costly international intermediaries and ensures that resources reach those closest to the forests and communities they aim to protect.

Pillars of action  

PhARE is structured around four core pillars of action:

  1. Providing tailored support to strengthen local organizations’ institutional, managerial, and financial capacities.
  2. Supporting the transformation of local project ideas into fundable proposals and connecting organizations to suitable finance opportunities.
  3. Fostering peer learning and knowledge-sharing among local organizations to strengthen networks and enhance collective impact.
  4. Training national experts to deliver technical assistance, building local expertise and ensuring the Hub’s long-term presence.

Through this model, PhARE bridges the gap between local organizations and international funders, unlocking available finance for conservation and sustainable land use projects across the Republic of the Congo.
