La “Guía de Buenas Prácticas para el Desarrollo de Proyectos en el Mercado Voluntario de Carbono en Yucatán” es una herramienta estratégica diseñada para orientar a empresas, inversionistas, organizaciones civiles y comunidades locales en el desarrollo de proyectos de Soluciones Basadas en la Naturaleza (SbN) con altos estándares de integridad social y ambiental en Yucatán, México.
Publicada por el Gobierno de Yucatán en colaboración con Climate Focus, la Iniciativa para la Integridad de los Mercados Voluntarios de Carbono (VCMI) y el Programa de las Naciones Unidas para el Desarrollo (PNUD), la Guía enfatiza el rol del Mercado Voluntario de Carbono (MVC) en la conservación y restauración de ecosistemas invaluables y únicos de Yucatán, como los bosques tropicales y los manglares. Bajo un contexto en el que el 64 por ciento de la superficie forestal de la región muestra algún grado de degradación, esta Guía busca revertir esas tendencias promoviendo proyectos con alta integridad social y ambiental.
La Guía está estructurada en cinco capítulos que cubren las preguntas clave que deben considerarse a lo largo del desarrollo de proyectos de carbono:
- ¿Cuáles son las tendencias internacionales y nacionales del MVC? ¿Y qué significa generar proyectos de alta integridad?
- ¿Cuáles son los pasos concretos para emitir créditos de carbono? Desde la fase de planificación y diseño del proyecto, la selección de la metodología y el estándar, la validación y el monitoreo, hasta la venta de créditos de carbono.
- ¿Cuáles son las consideraciones para desarrollar actividades de SbN garantizando decisiones informadas y la participación activa de las comunidades locales?
- ¿Cómo se puede diseñar e implementar un esquema de reparto de beneficios equitativo entre las partes involucradas?
- ¿Cuáles son los criterios para garantizar acuerdos y contratos equitativos y transparentes entre inversionistas y comunidades y ejidos?
En un momento en que el MVC se enfrenta a críticas por la falta de integridad, el Gobierno de Yucatán se posiciona a la vanguardia, asegurando que los proyectos en su territorio se rijan por los más altos estándares ambientales y sociales. Esta Guía enfatiza la importancia de desarrollar proyectos que no solo cumplan con sus objetivos de mitigación climática, sino que también respeten y beneficien a las comunidades locales y preserven la biodiversidad.
The “Best Practice Guide for the Development of Projects in the Voluntary Carbon Market in Yucatán” is a strategic tool designed to guide companies, investors, civil organizations, and local communities in developing Nature-based Solutions (NbS) projects in the Yucatan region of Mexico with high social and environmental integrity standards.
Published by the Government of Yucatan (GoY) in collaboration with Climate Focus, the Voluntary Carbon Market Integrity Initiative (VCMI), and the United National Development Programme (UNDP) the Guide emphasizes the role of the VCM in preserving and restoring critical and unique Yucatán ecosystems, such as tropical forests and mangroves, which play a vital role in climate change mitigation. In a context where 64 percent of the region’s forested area shows some degree of degradation, this Guide seeks to reverse these trends by promoting projects with high social and environmental integrity.
The Guide is structured into five chapters covering the key questions that must be considered throughout the carbon project development:
- What are the international and national trends of the VCM? And what does it mean to generate high-integrity projects?
- What are the concrete steps to issue carbon credits? From the planning and design phase of the project, selecting the methodology and standard, the validation and monitoring, to the sale of carbon credits.
- What are the considerations for developing NbS activities while ensuring informed decisions and active engagement of local communities?
- How can an equitable benefit-sharing scheme be designed and implemented among the parties involved?
- What are the criteria for ensuring equitable and transparent agreements between investors and communities, in line with relevant regulations in the territory?
At a time when the VCM is plagued by concerns about a lack of integrity, the GoY positions itself at the forefront by ensuring that the highest environmental and social standards govern projects in its territory. This Guide underscores the importance of developing projects that not only meet their climate mitigation objectives but also respect and benefit local communities and preserve biodiversity.
