A main priority identified for capacity building in Jordan is to ensure that projects contribute to building a comprehensive MRV system in order to track GHG emission reductions and co-benefits related to mitigation actions and support. Bringing together different stakeholders from various national institutions involved in the national MRV processes, the workshop provided guidance on the background as well as the requirements for implementing a robust MRV System.
The Workshop on developing a sustainable institutional system for GHG inventories and Measuring, Reporting and Verification (MRV) system in Jordan was held from 2 to 4 November 2015 at the Dead Sea, Jordan. The Deutsche Gesellschaft für internationale Zusammenarbeit (GIZ) organized this event through its regional programme, building on its proven MRV training methodology. Climate Focus supported the three-day workshop by co-facilitating the event, providing insights into the MRV of NAMAs and the MRV of Support as well as guidance on the institutional set-up for national MRV systems.
The specific objectives of the workshop were to:
- Provide expertise on the background and objectives of MRV Systems;
- Introduce concepts for the MRV System implementation; and
- Obtain an overview of existing structures and MRV mechanisms in place, and develop the next steps in the assessment process.
Jordan is currently preparing its first Biennial Update Report (BUR), expected to be completed in 2016. Additionally, the country is developing its first Nationally Appropriate Mitigation Action (NAMA) concepts in different sectors. These concepts were used to serve as a platform for the participants to identify knowledge and capacity gaps, as well as to evaluate the institutional arrangements in place. Exercises and expert input helped steer the participants’ assessment of deriving an MRV Action Plan and for the next steps to be taken.
