The COP23 negotiations produced an informal note that shows the tension between two lines of positions regarding cooperative approaches under Art. 6.2 of the Paris Agreement. The first line wants to minimize international oversight, ideally limiting it to the accounting of ITMOs, whereas the second proposed to introduce international oversight comparable to that for Art. 6.4. This report, produced together with Perspectives Climate Change, analyses the current key areas of consensus and contention. It has been commissioned by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB).
